Windows can t check for updates vista 32

I'm running on a Dell Latitude D630 with 4.0 GB RAM, 32 bit Vista with SP1. I think that the log may give important clues, though. I ran CheckSur, which many articles say could fix the problem. From everything I can see on the web, it is related to a corrupted registry setting but I have no idea how to fix. I tried multiple fixes found on MS Support Forums. I spent hours surfing yesterday and am unable to find a solution. I tried to uninstall SP 1 to see if that would let me run the upgrade, but I can't figure out how to uninstall it - it is not listed as an upgrade in control panel->programs.

I tried running the 'Upgrade' option with my Vista install disks, but the Upgrade option is grayed out. I tried downloading the updates and installing manually, but I get the same error. When I run windows update, it says 'Windows could not search for new updates', 'Error code 80070490'. After you install this item, you may have to restart your computer.

I have not been able to run any updates on my Windows Vista machine since December. Install this tool to resolve an issue where certificate information cannot be viewed in either Internet Explorer 7 or Certificate Manager after successfully importing a certificate on a system running Windows Vista.
